The incident management team is working tirelessly to ensure that areas are safe for re-entry. Before residents are allowed back, response personnel thoroughly inspect each area to confirm it is secure. This process may take time, especially in places where damaged electrical and gas lines require extensive work to make them safe. Heavily fire-damaged areas will understandably take longer to evaluate and secure.
Even when Evacuation Orders are reduced to Evacuation Warnings, potential dangers may still be present. Fire crews may continue working to put out hot spots and manage other hazards. A downgrade from an Evacuation Order to a Warning does not guarantee the area is completely safe, and conditions could still warrant the reissuance of an Evacuation Order if necessary.
